Could this be the 1930's film," Jezabell"? It was set during the civil war, and Bette Davis rebelled against mourning restrictions, walking into the ball in an inappropriate red dress.
It was a black and white film,(you had to imagine the red dress) and practically everyone disapproved of her behavior generally. the film is shown periodically on TCM.
