Hey, I don't know the particular movie but the plot you describe sounds like the beginning of "Jane Eyre" of which there exist many movie versions. Jane Eyre in the beginning is an orphan and at one point gets her hair cut for disobedience, her friend dies in the orphanage while Jane grows up to become a governess - here the more familiar part of the storyline, the actual love story, starts.
