Title Help

Hi, I'm looking for what I think is a tv movie, I half watched it with my mum when I was around 13, set in England, I'm positive it is a period drama, about a woman who starts teaching at a village school and ends up falling in love with one of her male students. I have vague memories of a scene either in the snow or the rain involving a horse drawn carriage, with both of them trapped in side. I thought the title was something like 'children are where the heart is' but I cannot seem to find it! I really want to watch it again, so if anyone can help!?
