I think it may have been a period drama series on TV, I only remember that:
-there's a climactic final scene (possibly in the rain) where the hero and heroine of the story are finally reunited.
-He comes back from a trip abroad (?) unexpectedly but they cannot run into each other's arms and they have to stand at a distance from each other - but their eyes say EVERYTHING and it's so incredibly emotional!
-(I seem to remember they have to stand apart because otherwise she'll catch a disease that he's had exposure - maybe on travels - and so is immune..)
