Title Help

I remember watching a TV series many years ago. It was set in a northern industrial town and concerned its growth and development over the years from a small village to a large town.
The title picture sequence was a view of the village/town as new buildings were faded in bit by bit showing its development. I have a feeling it may have been centred around a mill.
Does anyone have any idea of its title or any other information, please?
