This was a British tv show, possibly two-parter or a film, broadcast in the late 80's/early 90's. I get the feeling that both episodes are linked but each tells the story of two siblings. Set some time in the war era I think, I can only remember one storyline. The female sibling runs away from boarding school to find her brother, who unbeknownst to her has drowned in a river accident (potentially his storyline could be about him being gay?) She 'adopts' another boy in his year who was her brother's friend, to play the role of her brother and allow them to escape together. The would be teenager age. They then develop feelings for each other and sleep together, after seeing the silhouette of two lovers at a window.
